So long as the artist could take the piece and work from it 'as is' then it is acceptable. For example we've had people submit black and white pieces that they colored for posting, we've had people submit pieces that have been X on a white background and then placed it onto some kind of texture or tinted it and that is fine.

Having a person on a page and then adding in hills, rivers, etc etc etc that would alter the tone of the picture would be taken case by case but I personally would err on the side of incomplete.
